Collection Development and Technical Services Department (CDTSD)


  • To serve as the focal department for National Bibliographic Control Services aimed at Universal Bibliographic Control (UBC) and Universal Availability of Publications (UAP).

  • To serve as the National Agency for the administration and management of International Standards Numbers for Monographs, Serials and Musical works – ISSN, ISBN and ISMN

  • To prescribe the rules and procedure for granting applications for ISBN/ISSN/ISMN.

  • To ensure regular production of the National Bibliography of Nigeria (NBN) on annual basis.

  • To develop uniform standards for Cataloguing and Classification based on the different texts of international standards for bibliographic  description which are effective tools for bibliographic control.

  • To develop, maintain and sustain the Online National Union Catalogue (ONUC), and Online National Union List of Serials (NULOS).

  • To create  a data bank of  National Bibliographic Control Services to facilitate resource sharing and free flow of information.

  • To implement the National Library of Nigeria Cataloguing-In-Publication (CIP) programme, by providing preliminary cataloguing data to be printed in new Nigerian Publications.

  • To prepare catalogues, indexes, classification tools and similar research aids.

  • To establish, compile and maintain Authority File: such as Name Authority File for our national authors, and Subject Authority File  for Subject headings used in the NBN.
